On the desktop site you can select your country, at the top of the home page. I've forgotten how to use it for mobile.
Many people in Spain, for example, have complained that they struggle to know where people are. I've used fab in Germany and who's near has worked on my mobile though. |

If the site doesn't get your location details, it reverts to displaying who is near to your profile set postcode.
Check that you have set up your device to share your location as well as your web browser having this permission in settings too. |
