I have two romantic relationships currently. I don't struggle to fit them in, I've always been quite good at time management and if I'm busy or focusing on the other (date night etc) they are really understanding. Sometimes I might possibly neglect time for myself in favour of spending time/talking to them because I'd much rather do so. I don't think either feel neglected as such, as cliched as it sounds, it works? If anything I'm the needy one who can sometimes feel that way.
I don't have any rules about others, I'm open with them about various things and in turn they are with me.
I think tip wise I'd say keep an open, honest stream of communication going, even if you might think it will upset the other person - allow them the chance to feel what they do and handle it with compassion. Truly listen to the other person. Even if it is I'd like to see others or I feel neglected. Don't let problems simmer and become more, express your happy when you feel it.
Also, every relationship is different, don't cookie cutter approach them all. Oh and don't play mind games! As in you did x, y and z so I'm going to as well.
