Unable to fab some pics

This isn't a bug, just something I've probably forgotten about, after 10 short years here.

Some pics of others don't provide an option to fab them. Why is this? Is it a staple profile option, to allow/not allow pic fabs from other users, or something else?

Feel free to ask any possibly really basic site functionality points too.

There's a setting you can flip if you don't want your pics to be fabbed.

I didn't see it when I looked at my pics on my phone, though mobile options are sometimes scaled down.
