Truly awesome scene as we see her finally cut loose after all the time she's spent struggling to deal with what the Alliance scientists did to her. Wonder how she would've fared if The Operative hadn't ordered those troops to stand down... |

Wasn't it sort of implied that he was an Operative himself(or at least someone of a very high rank within the Alliance)?

'The Reflecting Skin'
This scene out of context is perhaps not as powerful as part of the bigger picture. Seth (the child) thinks Dolphin Blue (the woman) is a vampire out to destroy his brother, who she is in fact in love with. The car we see approaching is being driven by a murderer - Seth knows this (long story) and the words Dolphin says to Seth only convince him more of her vamperism... after her speech, he allows her to accept a lift knowing full well she won't be seen alive again.
Sorry to be so long winded lol! This is one of my favorite films ever.
This is the last words of Dolphin Blue, trying to make him realize that she really loves his brother
