Please don’t blind me with science but I need help.

I’m trying to get my dad a new iPad and saw this, which is within my budget. But he says he wants find one that supports ios13 as that’s what he needs (he was trying to download an nhs app for Skyping the doc at the hospital boy can’t as his iPad is too old.

Am I looking way too far on the cheap side? I can’t afford £800.
