Seahorses and their close relatives the pipefish and the seadragons are very unusual, because it is the males that get pregnant and give birth to the babies. ... The eggs are fertilised by the sperm, and then start developing into baby seahorses. With that, the job of the seahorse mum is done!

Actually kind of yes they can .
When they mate the female deposits sperm into the males pouch , which he then fertilises with his own goo and carries it around until the babies are born from his pouch.
So technically yes they can |
