It's Newton's third law of motion.
When you push it, it pushes back, but if you're not pushing it then it has no force acting on it so therefore you can put your hand in it, but you can't because when you do, it pushes back.

Yes, it applies to everything.
So if you push on a wall with a force of 5N it has to push back with a force of 5N or you'd fall through it. But if you stop pushing it it has to stop pushing back otherwise it would move towards you!
Same with jelly, but wobblier! If you push with more force you'd poke it though!
