Also the ones that allow "creative finance" and other ways to legally scam people out of their money.

There is no such thing as a ‘cat owner’ if a cat goes out. A cat will move around naturally free in this respect so unsure how you can call the owner selfish and unsure how the owner can clean up the cat’s mess. It’s a bit like a fox or wild rabbit yet you aren’t complaining about those creatures.
