water shortages

Please excuse my ignorance on this subject but we all hear about water shortages in the south of England, and how reservoir levels are low, causing hosepipe bans etc. Why dont they build reservoirs next to larger flowing rivers and dig a channel from the reservoir to the river then another channel at the other end of the reservoir to run off any excess water collected, back into the river. It would appear to me that the only reservoirs connected to rivers are used for drinking water as well as Hydro Electricity. Does this not seem a sensible idea or can any of you experts out there enlighten me. Theres an awful lot of fresh water flowing into the sea.

Just noticed the vast amount of replies to my post. Obviously not the most exciting subject on this mornings agenda lol. Perhaps if I had tried to make reservoirs sound sexy it would be different lol
