Safe in what way?

There's no guarantee the other person won't be recording your chat, there are numerous ways to do it so unless it's someone you trust then it's never going to be completely safe.

Depends what you have in mind, using snapchat and sending photos they disappear and it notifies you if that person saves the photo.
