It's the Breen, but sadly we never got their full back story.
All we know is the klingons are afraid of them, federation is afraid of them, they have some of the most powerful hand held weapons in the whole of the star trek universe, they can take out whole armada of federation ships with one weapon. That they use advandced organic bio technology. Empaths cant read them and universal translators dont work on them.
Basically it became a running joke that they are the most badass aliens in star trek but never actually caused any trouble for anyone. They sit over in this dark section of the star trek map.
The reason given for this is that they are miners and as long as their mines are left alone they leave everyone else alone so leaving their section of space alone means they never cause trouble. |

correction they joined the dominion in DS9 during the dominion war story arc and did so to annex federation and carassdian space so they cause trouble for a lots of the races in star trek |

The Borg were the ultimate villains, even if their story was changed a few times.
Q was designed by Roddenberry to be a villain but he certainly wasnt a villain in the traditional sense, and his character development was amazing |
