If you listen to the full length version of the song you will hear when the woman is singing at the end she sings
"I know the territory, I've been around It'll all turn to dust and we'll all fall down Sooner or later you'll be screwing around"
And Meatloaf responds No I won't do that.
I would do anything for love, but I wont do that.
So it can be assumed each time he sings "But I won't do that" it is in reference to that.
