Temple bar is a kip used to work as a bouncer in the area and it's a rip off on a normal weekend and paddys weekend is worse as they up the prices more

Haahaa yes they can. It's their pub. They can simply state they are charging you a service charge for use of the glass and the staff members time for serving you. A pub can charge what it likes for water there is no law against it. Businesses pay for water also, so they can charge for it.
