Buy a plain, cheap dress. Get some cat teddies and glue/sew them onto the dress. Cheap wig, make up and glasses.

Dress head to toe in plain black or white.
Get a large, long cardboard box and paint it the same color as the clothes. Print off some IPhone app images, glue them to the box and cut out holes for your arms and head.
