Ideally quotas should not be required as people would pick the best or just enough of the people or things required.
In the real world people or biased or greedy and select those similar to them or too much of something.
So quotas serve a purpose to at least try and make things equal. Hopefully at some point they will and the quotas wouldn't be required. |
