This came as news to me, maybe I'm the only one who doesn't know about the HAS1 form. It provides financial assistance in severe weather conditions.

Having been without heat and electricity for 10 days and losing the contents of the fridge and freezer I'm guessing there are lots of people out of pocket...

using public washing machines, having to eat out, using other heat sources or even emergency accommodation. I have only applied and have no idea what they will pay or not. But it's worth a look. No receipts required and not means tested. I'm imagine there is a cap on payments. Maybe someone here knows more about it?

As far as I know it could be capped at 150 euros per person in the household.

You could put on form that you had to eat out every day and that you had to buy extra duvets, candles, lamps and batteries.

Also you lost all contents of your fridge and freezer.

You never know what you might get.

Family of 5. 5 days without power heat or water. We got €250 back with this - not sure how they measure it - all the info they already have - regarding income etc.
