It could be ,the grammar, or the punctuation in the sentences, sometimes it's confusing.
Personally I find it strange to send a first message with a picture, because they might think I'm attractive but on reading my profile, decide I'm not for them. Therefore,I choose to ignore what they ask for (possibly to my detriment), and think myself.

No pic no reply would turn me off immediately and would not send one. I am more than just my face and photos can be highly altered now.
But having said that if people are approaching you without meeting tour expectations just block or ignored, you can't get mad when people don't want to share their pics with you, they are trying to protect their privacy, and has nothing to do with you or your needs.

Hi OP, you choose to share your photos, don't get upset when the next person won't reciprocate because that was your personal decision.
If you feel hard done by, perhaps don't share your photos so the let down isn't too much? Perhaps also meet peeps at social events that way you can remember them for life.

OP it's kinda de riguer for people to ignore, or choose not to see, all sorts of requests and preferences.
As you've said yourself, you won't reply to those who don't send a photo. Some people will still take a punt. And if they do, just do as you say - don't reply, delete their message and forget about it.
