If it's where your driver licence is register to it may be a speeding fine? Most like a jury service summons or another type of summons....

I think it was delivered to their family home which they do not live at anymore so assuming someone there signed for it on their behalf. |

Unless thing's have changed, anything that's garda related like for speeding, drink driving, fines, etc. Comes through regular post, with Garda named & implemen on the envelope.
