There's a great article on askmen if you Google "can't cum from a blowjob".
Apparently it's a lot more common than you'd think and there really is no one correct answer. It's very individual, very situational.
But! Putting pressure on yourself to orgasm, whether through oral or penetration, is probably the most counterproductive way to achieve it.
There are so many different factors, between emotional, psychological, physical and factors you have no control over, outside of you, that it's more likely a minefield to find one common factor or reason as to the why.
If you are in a relationship, a professional (sex therapist) might be able to help. I'm sure they could help you too with finding insights as a singleton also. 
Personally, I'd say don't let it bother you and anyone who has a problem with it, well, it's their problem because you are who you are, and if that's how you rock, then that's just how it is. Don't let anybody put you down over it  |

Apparently its more common than you think,been plenty of post on these forums over the years regarding the same matter ,so you definitely aren't on your own .As sure its quite frustrating but most likely the same as some women not being able to orgasm through penetrative sex. |

A lot of it comes down to trust on both sides.
That makes it less of a challenge.
It's one thing blaming the giver or their technique but if you have poor receiving skills and feel you have to cum or that they have to make you cum that can have an effect too. |

I didn't mean it in a dismissive way but I did phrase it very bluntly.
What I was eluding to is that if the other person doesn't enjoy giving oral, especially blowjobs, then there are probably distinct reasons why they don't. Example being they suffer jaw pain from TMJ, Mouth is too small or they have their own personal reasons.
I think it's clear that OP enjoys oral and his problem could very well be that he's just squeezing the life out of his chap when he's jerking it and no mouth could ever compete with that kind of pressure.

I used to have this problem too, but what I found to help me was
i) communication, know what you like and tell them you like it (e.g. I like it when you do this, could you do it more, I get really turned on when you do that)
ii) don't focus on cuming- I found when I just sat back and tried to enjoy receiving blow jobs without focusing on cumming I would actually cum
