Howth has plenty of secluded spots, Portmarnock back beach car park, or the north side of Malahide estuary.

They are places for discreet outdoor sex, but you wouldn’t generally find folks to watch there. Sounds like you may want dogging spots as opposed to outdoor places to have sex (which we’d class as two different things)
