I don't think you can just assume, because you're horny yourself, that any man or woman is open to being flashed by any man or woman. Not unless it was at a sex party or sex club.
If it's not in a sexual context or venue, people shouldn't have to be on their guard for inappropriate acts. And you can't turn around and be offended if your potentially offensive act actually causes offence to some random unsuspecting members of the public.
It's a very short hop to getting arrested these days.

I (mrs) lost 1 bet and had to take my boobs out of my bra and have only a wrap top to cover them for the rest of the evening and our bus trip back from Dublin |

My husband dared me to walk down alley way in a town with buttons of my shirt done wrong and when a guy walked against us I open my shirt and flapped it out to button properly in front of the guy. (BTW I had no bra on, lol) |

We have bets with each other, winner always gets oral  it’s never discussed at the time of the bet, we just give each other the look 
Dares do happen but we aren’t alone often enough to go crazy with it..
