For some reason, I love when sex(penetration) starts with cloths still on and progresses to birthday suit. I figure most people will prefer to start penetration when cloths are off, are there those who like penetration to begin while still dressed?

Depends on the situation for me. If it's gonna be a quicky or a bit of a hot spontaneous slightly risky ride then the clothes on is all good. However.... When it comes to a proper session I definitely prefer naked and exploring
