I’m no scientist but probably when the “r” rate drops significantly and social distancing drops to zero metres, either that or a vaccine becomes available |

Officially? When social distancing is no longer recommended for the population as a whole.
Practically? There have been some meeting all along. It's up to everyone to make their own decisions, hopefully based on responsible behaviour towards the vulnerable with whom they may be in close contact via work or their personal life. |
