Wisdom Needed from Cardiff

Hi guys, I'm a single guy in Cardiff. New to the scene here in the UK and have no idea how to go about it.

In particular:-

A) is it ok to message ppl not looking to meet, but listed men age so-and-so as their criteria?

B)What should I say? I've messaged people before but got no replies?

C)Is the fact that I am not British, something that needs to be mentioned in my message?

Lastly, any other pearls of wisdom, feel free and let me know.

Why would you message anyone that has clearly stated that they are not currently meeting? That really pisses people off.

What I meant was they haven't arranged a meet. Not that they're not looking to meet. Should have explained that better, my bad
