The 2nd is only shown if they are on their mobile with Who's Near switched on
Right now:
They are on mobile, 60+ miles away
This is the distance from their phone's location to your postcode, unless you also have Who's Near on, in which case it would be the distance between the 2 phones.
If you are both on mobile with who is near on the message is something like:
"Right now:
You're both on mobile, within a mile"
