Unable to verify another user

I have tried a couple of times now to verify another person, - not on the same internet/computer so not that issue.

I get a notification that the verification has been saved but the other person is unable to see the verification and if I go to my manage verifications page the verification I have given has disappeared.

Any help much appreciated!
