Location won't turn on

When I go to 'search nearby' it tells me my location can't be found and that it's due to me not giving permission.

When I click on 'how to fix' I'm told to click on a button at the bottom of my screen, a button with 3 horizontal lines. This button does not appear on my screen.

Can anyone help??
