Why are people with no public photos able to message me?

I get fed up with the amount of messages I get off men who send no photos of themselves, and have no public photos on their profile either. I checked my message filters and I have people with no public photos blocked, so they shouldn't be able to message me, yet they quite frequently do.
Anyone else having this issue? Is there anything that can be done? |
