Why am I not allowed to blank out faces for upload?

Not too sure if this question goes under Site Feedback or here.

I'll try here first.

I uploaded two photos from a night club, hence poor lighting and not too good overall quality. It was of me and a friend in costumes, full make up and wigs. It got rejected, the rules state:

"If there are others in the photo, you need to make sure they're not identifiable so their faces must be blanked out."

So I went in to MS Paint and blanked out my friends face, just the face, but the whole face.

But then the photos got rejected again, with exactly the same reason, "If there are others in the photo, you need to make sure they're not identifiable so their faces must be blanked out."

So my question is, what do they REALLY mean with "their faces must be blanked out"

Totally obscured, if the face isn't it will keep getting rejected
