So it was rejected for having someone else's face in it, not rejected cos you were clothed from the waist down.

Correct. Yours is the only face that can be shown on your profile. Anyone else should not be recognisable so make sure you blur any tattoos they have as well.

I couldn't tell from the photo, but theres actually someone well out of focus in the background
