You can't verify a meet until you're meet verified yourself. Its to stop fake profiles verifying themselves.

One of you could get webcam verified, or meet a verified person.

You have to be meet verified before you can verify anyone else

One of you has to be verified, before they can verify the other. Once you're verified you can then verify other unverifieds that you meet.
