How do I report stock pictures?

I come across quite a few stock pictures (not the user), usually on avatars but sometimes private pics sent via messages too. My reporting seems to have absolutely no effect, am I using the wrong option?

Reports can take up to 48 hours to be dealt with, possibly longer over bank holidays or the weekend, be patient, if the pic is against site rules it will be removed
