No public pictures

I have profiles with no public pictures blocked yet they still message me. Why? I pay my £5. And yet my blocked list appears to have grown as they still continue to message.

Are the filters broken?

Some people make them public to message and then hide them afterwards.

It happens in search results too, that can't be people just putting a pic up for a moment... I believe the whole filter is broken!
