If you use the contact link it gives you 9 options, you just need to use the relevant one.
If you want to report a profile for some reason you can use the little 'report' icon on the persons profile or if theyve blocked you just use the Report User link on the blue menu on the left side of their profile page |

I think she means if the person has already blocked you and you think you can't report, you still can from the blue menu  |
