If they are outside your preferences or you are outside theirs then it doesn't go through.
Is a failsafe set in to stop people verifying those who they can't message as a way to contact them (yes people used to do that).

You also cannot verify someone if you are not verified yourself and you cannot verify someone else using the same pc/internet access |
