Yes they can use the green arrow. Anything you write in the forum is public and is visible to every site user both registered (with a profile) and not (just looking). Blocks don't stop people being able to see posts.
But you aren't allowed to use the forums to try to get around a block. If anyone tries it's against site rules and is reportable. |
