You would be better posting this question in the Feedback forum, under the thread about the new chat updates that Admin posted this morning. More chance that they will see it there.

You can only see PM and POKE if the user has their contact option set to friends (and you're a friend) or anybody.
(You can set this yourself using the "allow pms and pokes from" drop-down just above the room list at the right hand side of chat).
