What happens when you block someone while there viewing you?

Does it just cut out?

No. You have to go out the room then back in for the block to take effect.

Also a lazy click can block someone as a screen updates when in a chat room if you are not careful as people enter and leave and the screen updates.

Ah, OK, then no, I think they'll be able to view the page that they currently have open (your profile) until they close or refresh it.
