Photo verification - a question?

Are photo's submitted for verification only viewable by ADMIN/Mod team?

I've noticed of late that a number of pictures appearing in 'new photos' are infact or appear to be verification pics!

Or is that purely because the op has choosen it to be added to their gallery also?
