if she has already made contact with you then you can reply back .

If you can't message because of her age restriction...then you can't wink either. That means she gas added it in between the wink and the attempted message. That's the ONLY way it could be.

Hope she isn't dropping you a hint...but dunno how you will contact her again.

if he sent you a message then you should be able to send her one, unless she has blocked you
