I have a samsung s4 but I cant pick up anyone on the 'whos near'!

I have checked my settings and it all looks ok, the advice that fab give isn't relevant to my phone

Does anyone else have the same problem? Does anyone know how to fix it?

Have you turned the "Location" setting to high accuracy or device only? Battery saving mode probably wont work.
