With regards to privacy settings, what counts as non registered users? It says I can hide my profile from them but who are they?

People who are not registered on here i.e. they don't have a profile on here. Profiles can be viewed by them if you don't choose to hide it in the privacy settings

To add to that they can't however see the pics if not registered/ logged in
