Not if you're on the mobile site. I haven't been able to find them on the mobile site, only on the desktop one.

It usa pain I've had to get the desktop site up on my phone to check which sites I could post links to. Should definitely have the rules link on mobile.

Actually thats probably not true as people who say they know the rules and tell others on the forum that they are breaking rules have been banned too. So they are either reading them and disregarding them or not bothering to read them at all.
