Thats the reason - it has to be a photo which includes the profile holder.

I have seen many pics with non persons in them, including cartoons.

I had a funny pic rejected cos it wasnt us..........the guy in pic had his cock dropping down infront of him underneath and coming back over his left shoulder!!! HTF!! did they know that wasnt me???
