Putting those details in your profile bio text isn't against the rules unless it's accompanied by any wording actively directing people to fee charging sites or advertising paid 'services' or 'extras'. It's an individuals choice whether they use them after viewing a profile after all and not compulsory. For most there's no element of commercial gain and it's simply an alternative means of chatting. Reporting them likely won't result in anything. Reporting the obvious spammers and people advertising their external commercial activity will.
It is however against site rules to put them in forum posts and/or status updates, as well as email addresses, social media/chat app usernames or phone numbers.
