Rejected photo that had already been accepted on another users profile?

I’ve had a photo rejected twice, even though the exact same photo has been accepted on another users account and even used as their profile pic?!?
The shot shows a before/after tribute, so yes it is cut together i.e. two photos placed together with ‘before’ and ‘after’ text added.
How come it’s accepted on one account, but not the other? |

A mistake by the sound of it. As you know/ now know, what you describe is not within pic rules. If you report the other picture it will be removed |
