It would be easy to circumvent if users could still temporarily add generic ambiguous pics. A bit like the shortcomings of the message filter.
Suppose one way might be to block those not photo verified by fab from viewing. However it's possible to get unwanted contact from all types of account.

It's very difficult to implement. New users frequently don't have the time to upload pics especially if they're on a mobile during work hours.
