I can't categories photos. It doesn't give any options.

It's normally right hand side of the image where it says edit

Check your privacy settings allow you to category your pictures.

I'm on the mobile app. It doesn't seem to have an edit function for photos.

I'm on the mobile version, if you go to your photos section it says "not yet categorised" in blue next to the picture. Click on the that and it gives you the list to do it.
