Is anyone else having new pic/video uplod issues as I can't seem to upload new pics or videos

I've tried the app. Internet explorer. Chrome still no joy

We have been having the same problem on my phone for months which is very frustrating. I can get so far but when I touch the button to select a photo....nothing happens. I have tried EVERYTHING...to no avail!
