can you counter block someone

Can you counter block as someone blocked me but when I'm not online they are unblocking me & viewing my profile then blocking me again ???

Go to block and put their user name in and then check to make sure its there. If it doesn't work contact admin to do it.

Yes, go to your block list and type their username into the box and push "Block"
